The state government of Telangana has implemented significant measures to address issues related to land disputes, errors in land records, and counterfeit documents.
The previous ‘Dharani’ portal has been replaced with a new digital platform called ‘Bhu Bharathi.’ The Chief Minister officially launched the Bhu Bharathi portal at Shilpa Kala Vedika on April 14.
This new system aims to enhance the transparency and user-friendliness of land record digitization. As part of this initiative, unique BhuDhar numbers will be assigned to each piece of land. The objective is to ensure that every piece of land has a corresponding Bhu Dhar number if the owner possesses an Aadhaar number.
The Bhu Bharathi portal enables users to access land details from the comfort of their own homes. Information can be accessed through the official state government website, bhubharathi.telangana.gov.in.
Users can retrieve all pertinent records by entering the district, mandal, village, or passbook number associated with the land. Details available include the owner’s name, land size, location, registration information, and mutation status.
Currently, Bhubharathi services are being piloted in four mandals throughout the state. If successful, the government plans to expand the initiative statewide.
The issuance of new passbooks to patta holders will also be managed through the Bhubharathi portal. Landowners can apply for a new Patta passbook by paying ₹300, after which authorities will conduct a survey and prepare a map.
Should there be any inaccuracies in the details, the Mandal Revenue Officer (MRO) will have the opportunity to make corrections. If a landowner disagrees with the MRO’s decision, they can appeal at the Revenue Divisional Officer (RDO) level and, subsequently, at the Collector level.
Bhu Bharathi encompasses many essential features that were previously lacking in the Dharani Act. Notably, it provides special provisions for maintaining and updating village revenue records, which will be preserved and updated on December 31 each year.
Additionally, the Bhubharathi Act has made provisions for free legal aid to women, Scheduled Castes (SC), and Scheduled Tribes (ST). Clear guidelines have also been outlined for the regularization of land titles, allowing for legal incorporation by paying the necessary stamp duty, registration fee, and a fine of ₹100.
Overall, the Bhu Bharathi portal aims to enhance clarity regarding land-related issues and offers an effective means of resolving disputes. This initiative represents a significant advancement in Telangana’s land management system.
