New DA to Telangana Employees: Government Aims to Release Pending DAs by September End


Good news for Telangana government employees and pensioners as two pending DAs will likely be released soon.

The T government is set to deliver positive news to its employees and pensioners, with reports suggesting that two out of the four pending DAs are expected to be released.

It has been indicated that the Chief Minister, Revanth Reddy, has instructed officials to provide details regarding the pending DA payments.

Government employees and pensioners are entitled to receive DA every six months. However, three DAs were left pending during the previous BRS government, and an additional DA has been pending since the Congress party took office. The Telangana government has reportedly decided to address this by releasing two pending DAs.

DA Release Schedule: The Telangana government has commenced efforts to address the two pending DAs for employees and pensioners.

The funds to clear the pending DAs are anticipated to be collected once the loan waiver process is completed.

Government sources indicate that Chief Minister Revanth Reddy has directed the Finance Department to secure the necessary funds for releasing two DAs by the end of September before the Dussehra festival, which falls in the first week of October.

Despite initial plans to release two DAs immediately after the Lok Sabha elections, delays have been experienced due to challenges in fundraising for debt waivers and financial constraints.

The government has prioritized the crop loan waiver scheme for farmers, with funds amounting to Rs. 18,000 crores being deposited in banks between July 18 and August 15. This has led to delays in the release of the pending DAs.

Pressure from Employee Unions on the Government: Employee unions have been exerting increasing pressure on the government to address the pending DAs.

Joint Action Committees (JAC) have been formed, comprising 53 employee associations representing Telangana employees, gazetted officers, teachers, laborers, and pensioners.

The employees have stated their readiness to engage in joint efforts if a decision on the pending DA is not reached. JAC Chairman Jagadeshwar and Secretary General Srinivasa Rao have clarified that they will announce further actions if the state government fails to address their concerns.

Government sources have stated that Chief Minister Revanth Reddy aims to release the two pending DAs by the end of September to prevent intensified pressure from employee unions.

Anticipated Announcement on DA and DR Increase: For central government employees and pensioners awaiting news of the DA increase (Dearness Allowance), indications suggest that good news is coming.

It has been reported that an announcement on the increase in DA and DR (Dearness Relief) based on the 7th Pay Commission is imminent.

The Central government revises the DA of government employees twice yearly (in January and July), with announcements typically made in the following months.

With the festive season approaching, an announcement regarding the second DA hike of the year is expected soon, potentially in September itself.

Upon the announcement of the DA increase, it will be implemented from July 2024. This means that government employees and pensioners will benefit from the increased DA based on the recommendations of the 7th Pay Commission.

Earlier this year, the DA was increased in March 2024 and came into effect from January 1, resulting in arrears for those months.

According to the latest CBI data, the DA will likely be 53.35% of the basic pay. This suggests that the upcoming DA hike for central government employees is expected to be at least 3%, increasing the current DA by 50% based on the 7th Pay Commission.

  • Old DA is 20.02% (As per the GO.9).
  • As per the GO.50, sanctioned DA is 2.73% (Enhanced DA).
  • DA enhanced from 01.01.2022.
  • So, DA enhanced from 20.02% to 22.75%.
  • Now Present DA is 22.75% (Total)

Dearness Allowance (DA) Arrears for OPS Employees: The arrears for Dearness Allowance from January 1, 2022, to May 31, 2023, will be credited to the respective employees’ General Provident Fund Account.

Dearness Allowance (DA) Arrears for CPS Employees: For employees appointed to Government service on or after September 1, 2004, and governed by the Contributory Pension Scheme (CPS), 10% of the Dearness Allowance arrears from January 1, 2022, to May 31, 2023, will be claimed.

This amount will be credited to the individuals’ PRAN accounts and the Government’s share, as per the existing orders. The remaining 90% of the Dearness Allowance arrears will be paid in equated installments.
